Title 24 testing FAQ

What is Title 24 lighting acceptance testing?
It is field verification that installed lighting controls — occupancy sensors, daylight harvesting, automatic shutoff, dimming — actually work as required by California's energy code. A certified Acceptance Test Technician (ATT) performs functional tests and documents results on NRCA acceptance forms before your project can pass final inspection.
Who needs Title 24 lighting acceptance testing?
Nonresidential projects and hotel/motel buildings where lighting controls are installed or modified. Alterations adding controls to 20 or fewer luminaires are generally exempt. When in doubt, send your NRCC sheets — we will tell you.
Who can perform acceptance testing?
Only a certified Acceptance Test Technician (ATT) employed by a certified Acceptance Test Employer (ATE). Title 24 Verification (Mesa Construction, Inc.) is NLCAA-certified for both roles. Verify our certification at nlcaa.org.
What do I send for a quote?
Lighting plans (PDF), your NRCC-LTI-01-E and/or NRCC-LTO-01-E compliance sheets, project address, and permit number if available. Email to sabri@title24verification.com or call 628-279-0069.
How fast can you schedule?
Same day, next day, or as soon as possible — depending on location and current schedule. We prioritize contractors with final inspection deadlines. Call rather than email if it is urgent.
Do you test other contractors' installations?
Yes. We are a certified third-party tester. Electrical contractors regularly hire us for independent NRCA sign-off on their installs. No conflict of interest.
What forms do you provide?
NRCA acceptance certificates as applicable: LTI-02-A (lighting controls), LTI-03-A (daylighting), LTI-04-A (demand responsive), LTI-05-A (institutional tuning), LTO-02-A (outdoor). We also coordinate NRCI install forms and provide SF Final Compliance Letters when required.
Do you submit to the state?
Yes. Completed forms are submitted electronically to the California Energy Commission via NLCAA acceptance testing software. You also receive PDF copies for your city inspector.
What if something fails testing?
We identify exactly what needs correction — sensor placement, programming, wiring, etc. Once your electrician fixes it, we re-test and complete the forms. Re-tests are scheduled as quickly as possible.
Do you cover San Francisco Final Compliance Letters?
Yes. San Francisco DBI often requires a Final Compliance Letter in addition to standard NRCA forms. We provide this service for SF projects.
